Get involved
On this portal, you can:
- Review rules proposed by Minnesota state agencies;
- Download agencies' public notices and documents in support of proposed rules;
- Submit comments on proposed rules; and
- Subscribe to receive email notifications about a specific proposed rule, general topic, or state agency.
Timing matters
Depending on the rule procedure that the agency uses, you may have one, two, or even three opportunities to make comments on proposed rules:
- Initial Comments: You can comment on the proposed rules until 4:30 pm on the comment period close date.
- Sometimes, there may be two initial comment periods: one before the hearing, and one after the hearing.
- Rebuttal Comments: If a hearing is held, rebuttal comments may be accepted. Rebuttal comments respond to comments submitted during the Initial Comment period and the hearing. Rebuttal comments may not raise any new material. Rebuttal comments are accepted until 4:30 pm on the comment period close date.
Each comment period lists the close date in the Details panel on the left side of the screen. Comments must be submitted before the comment period closes.
Learn about the proposed rule
The proposing agency posts all relevant public documents on each comment period. Before commenting, you may review the proposed rules, public notices, or the agency's Statement of Need and Reasonableness to inform your views.
What to include in your comment
Your comment should include:
- The specific part or subpart of the rule you are addressing;
- Whether you support or oppose the proposed rule language;
- Reasons for your views; and
- Specific suggestions to solve any problems you identify.
Privacy
All comments are available to the public. Any information provided may become public data under the Minnesota Government Data Practices Act. Submissions that include personal information are not edited or deleted. Please only submit information that you wish to make available publicly.
About the Public Comment Portal
The Minnesota Court of Administrative Hearings (CAH) is responsible for the development and implementation of this Public Comment Portal. The portal was created to increase public engagement and simplify business processes in Minnesota rulemaking. In 2021, CAH initiated a project to build a new accessible, easily-navigated, web-based public comment portal for the state of Minnesota. In the 2023 legislative session, CAH received one-time funding to build the public comment portal. Through this website, the public can participate in and impact Minnesota rules.
